I fear billionaires in California feel threatened by populist politicians, who mob them for percentile targeted tax surcharges; they are considering fleeing to Florida or elsewhere to avoid unfairness, as they don't want to pay more than their fair share of what they owe (back to the) society they fed, healed and paid.

I would support repeal or, preferably, replacement with a more effective law.
