1A) Ad Monetized Tier 1 / 2

Content eligible for ad monetization should stay primarily in Tier 1 (public) or Tier 2 (sensitive/paywalled) with careful risk control.

  • Default target: keep monetized publishing in Tier 1 whenever possible.
  • Tier 2 is allowed when context is sensitive but still suitable for policy-safe discussion.
  • Do not publish explicit sexual detail, graphic violence, hateful targeting, or illegal facilitation in monetized inventory.
