It's not illegal to be a bookmaker. It's not a crime. It's legally possible for Thilanga to have his brother run the betting business or his uncle Dharmasiri. It's separate. He can divest these businesses lawfully.

It's up to the Sports Ministry and the International Cricket Council to interpret any laws. If the rule is a person can't lead SLC if the family is into betting, then that's still up to Sports Minister and ICC Chief to decide, this is because you can't be disqualified for who your father or brother is or what they do.
