This isn't a big deal. Those people wouldn't have bought anything unless they were paid. It's the way it is. In the real world, in any country, you have bribery in some form or another. People hold organisations and budgets hostage and demand bribes as a ransom. The only way to stop it is if the CEO is ethical and manages properly by looking into every detail. That scenario will never happen as they're just going to expect bribery tactics to be used to conduct and close business deals.
