I don't think it's correct. But it may be worth finding a way to reuse or at least recycle the materials used in masks.

Production costs:

1. Land/ factory/ electricity $0.20

2. Labour/ machines/ training $0.35

3. Resources = such as Plastic, Rubber, Paper, Fibre, String, Paint, etc $0.35

4. Leadership/ entrepreneurship $0.10

The reused materials will reduce costs significantly. Just imagine if 5mn people are using $1 masks every 5 days. That's 73 masks or $73 every year. It must cost $0.35 (guess) x 5mn population x 73 masks = $127mn just for the materials to make masks...
